POSITION SUMMARY

COIC is looking for a dedicated and organized individual who enjoys creating and improving processes, coordinating projects, and collaborating with a team passionate about serving the community. This is an hourly position at $22.10 – $38.76/Hour DOE and Qualifications. The ideal candidate will have a background in accounting payroll processing and compliance, office administration or project coordination in government or non-profit settings. Direct experience in Labor Standards Monitoring, research and report writing and meeting planning and logistics desirable. Role of Department:
The COIC Administration team supports the overall goals of COIC by offering a variety of support services largely through the Fiscal and Human Resources teams: Budget oversight, A/P and A/R, Payroll, Benefits Administration, Training and Skills Development, HRIS Administration, and other employer related services. Software used for these functions includes Microsoft Office, Sage (Accounting and Payroll) and other technical software.

Job Purpose:
Provide staff support and assist in project management functions for COIC programs’ activities within the Central Oregon region. Provide programmatic support to the Fiscal department under the supervision of the Deputy Director.

FUNCTIONS, DUTIES AND RESPONSIBILITIES

Essential Functions:
A person employed in this position must possess the capability to perform the following duties to be considered for this position. The duties are essential functions requiring the critical skills and expertise needed to meet job objectives.

  • Conduct research and report writing for the Fiscal Department and COIC programs as directed
  • Meeting and logistical support, including scheduling and attending meetings and preparation of meeting minutes
  • Provide staff support to COIC boards and committees, conduct sub-committee or other meetings as needed
  • Provide programmatic and administrative support as directed for technical functions such as, but not limited to: accounts payable/receivable, payroll, budgeting, forecasting, etc.
    • Communicate with partners, government funders, and community organization staff
    • Maintain processes for effective file management and recordkeeping
  • Perform prevailing wage labor standards compliance monitoring on public works and community facility construction projects
  • Assist with outreach and communication to the community for active projects
  • Assist in the development of and monitoring of project budgets and tasks
  • Develop and maintain effective and harmonious and reasonable work relationships with others
  • Maintain regular and predictable work attendance in accordance with COIC policies
  • Other duties as assigned.

KNOWLEDGE, SKILLS AND QUALIFICATIONS

Qualifications:

  • Must have the ability to work as part of a team
  • Must have the ability to communicate and interact positively
  • Must have the ability to work professionally and collaboratively with diverse partner groups and be able to make decisions in accordance with policy, utilizing established systems
  • Ability to understand standard public sector concepts and terminology
  • Must have excellent customer service skills
  • Effective oral and written communication skills
  • Strong time and information management skills
  • Ability to research issues and report findings effectively
  • Knowledge of basic office procedures, machines, practices, and business English.
  • Computer experience in spreadsheet and word processing programs including Microsoft Office or Microsoft 365 environment
  • Must be able to work on detailed projects and follow established guidelines, requirements and policy
  • Have the ability to plan for effective use of time in support of a variety of projects and programs
  • Must be able to transcribe and type a variety of materials from a variety of sources
  • Must maintain client and agency confidentiality
  • Must have a valid driver license and access to a vehicle or equivalent means of transportation
  • Must pass a criminal background check

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

Education Requirements:

Associates degree in related field such as Business Administration, Finance, Accounting, plus two years work experience in a related field or the equivalent combination of education and experience in a related field maybe substituted. Desired- Administrative and project coordination in government or non-profit setting. Familiar with Federal and State Labor Standard and payroll compliance requirements and laws.

Physical Requirements:
Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit work sites; some walking, standing, stooping, occasional weighing up to 20 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

Work Environment:

Standard office work environment with occasional trips to construction sites. Some travel around the Central Oregon area is required to perform duties.
