POSITION SUMMARY

The ideal candidate will have direct experience with Oregon Housing and Community Services and federal Housing and Urban Development. Additionally, they will have direct experience in navigating local government and community resources and social service systems, and direct experience serving vulnerable populations, including unsheltered and homeless. ROLE OF DEPARTMENT

The Community and Economic Development (CED) department provides a means for the region to work together to identify issues and needs which are regional in scope; achieve concurrence for cooperative actions; and achieve shared goals in areas including but not limited to transportation, regional economic development, public infrastructure, natural resources and environmental protection, public safety and emergency management, and housing and human services. In addition to supporting region-scale activities, COIC provides project-specific community development services for individual communities, governments, businesses, and other partner organizations.

JOB PURPOSE

The Housing Specialist assists the Housing Programs Administrator to support COIC’s diverse Housing and Houselessness Program. This Program is focused on providing strategic leadership, convening, planning, governance/priority-setting, and information generation in service to the broad array of government agencies, service providers, and other partners working on housing and houselessness in Central Oregon.
This position will collect and analyze regional factors impacting housing and houselessness within Central Oregon and will lead and coordinate projects associated with this program. The position will work closely with a broad range of partners and community stakeholders to execute the work of the overall housing team.

ROLE AND RESPONSIBILITIES

This position fulfills the following types of functional roles for COIC’s Housing and Houselessness programs:

  • Participates in a variety of special administrative and operational projects and programs, including researching new programs and services, conducting analysis, preparing plans, assisting in development of procedures, implementing programs, and monitoring activities.
  • Participates and partners in the development and maintenance of program budgets and budget tracking.
  • Supports staff with problem resolution, research and data compilation and report preparation.
  • Engages in outreach and partnership-building with local and regional stakeholders.
  • Performs contract administration and management to include procurement processes, scope of work, and contract review.
  • Researches and prepares proposals for new programs, service delivery systems, equipment improvement, and additions.
  • Assists with coordinating and preparing grant applications and managing awarded grant contracts; may serve as liaison with granting agency.
  • Monitors, reviews, and analyzes procedures, plans, processes, guidelines, and instructions to ensure compliance with policies.
  • Monitors federal, state, and local laws, determines impact on assigned activities and recommends program modifications as needed to ensure compliance.
  • May participate in a variety of groups, as assigned, including but not limited to:
    • Coordinated Houseless Response Office (CHRO), a partnership of Deschutes County and the cities of Bend, La Pine, Redmond, and Sisters.
    • Regional Housing Council, a regional housing governance and coordinating group for Central Oregon.
    • Homeless Leadership Coalition, Central Oregon’s HUD-designated continuum of care for houseless funding and services.
    • Housing for All, a regional multi-stakeholder housing consortium.
  • May participate in current or future funding initiatives.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND QUALIFICATIONS

KNOWLEDGE, SKILLS AND QUALIFICATIONS:

  • Demonstrated knowledge of and/or experience with public agency organization, operation, policies, and procedures.
  • Demonstrated knowledge of applicable state and federal rules, codes, and regulations for area of assignment, particularly state Oregon Housing and Community Services and federal Housing and Urban Development.
  • Demonstrated knowledge of housing and houseless issues, programs, policies, partners, and funding resources.
  • Experience in serving vulnerable populations, including unsheltered and homeless.
  • Experience in navigating local government and community resources and social service systems.
  • Skilled in the area of the principles and practices of records management and project management.
  • Customer service techniques for dealing with partners, in person and over the telephone.
  • Business and personal computers, and specialized software applications.
  • Organizing and managing administrative and technical services with minimum supervision.

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

EDUCATION REQUIREMENTS
Bachelor’s Degree in a related field (such as Business, Public Administration, or Social work) plus 4 years of work experience in housing, houselessness, and/or community development or related field; or the equivalent combination of education and experience in a related field may be substituted.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to walk; stand; sit; use hands for fine manipulation, handle or feel and reach with hands and arms using a keyboard and computer monitor. The employee is frequently required to stoop, kneel, crouch or crawl and climb stairs. The employee must regularly lift and/or move up to 15 pounds and occasionally up to 25 pounds.

Specific vision abilities required by this job include close vision. Reasonable accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation. May be required to drive a motor vehicle to travel to various work sites.

WORK ENVIRONMENT
In an office setting primarily in a climate-controlled open environment with minimal safety/hazard potential. The noise level in the work environment is usually low to moderate.

ELIGIBILITY REQUIREMENTS
Must pass a post-offer criminal background check;
Must have a valid Oregon driver’s license and access to a private vehicle or equivalent means of transportation for travel between work-sites;
