POSITION SUMMARY

Cascade East Transit is looking for a Dispatcher to work out of our Redmond Operations facility. The successful applicant will have a direct but friendly and service orientated communication style. The starting wage is $21.22/hour. Position is fully benefitted with room for advancement. Role of Department:

The overarching purpose of COIC’s transportation program is to strengthen regional transportation services and infrastructure through the development and implementation of regionally-based transportation plans, administration and operations, service coordination, and project development. A regional approach to transportation enhances efficiencies among transportation organizations and ensures regional connectivity for Central Oregon’s residents, businesses, and visitors.

Job Purpose:

Under the direction of the CET/Dispatch Lead, this position is responsible for dispatching, route, scheduling, and will assist in assigning bus driver personnel to routes; answer general questions regarding rides, dispatch, and travel information. Maintain good radio communication protocol; collect and track operating data as assigned. Respond to emergencies, follow emergency procedures and provide assistance to drivers and passengers in emergency situations. Familiarity of the Driver Manual. Comply with the COIC/CET Drug & Alcohol policy and procedures and be trained in reasonable suspicion. Represent COIC in a courteous and professional manner that will maintain and promote the positive reputation of the organization.  Dispatcher may also take on additional lead roles as identified by the Program Administrator.

FUNCTIONS, DUTIES AND RESPONSIBILITIES

Role and Responsibilities:

This job description indicates the general nature and level of work performed by employees within this position and is subject to change. Dispatch vehicles and drivers through the use of a computerized dispatch system;
Monitor radio transmissions to assure operators are observing schedules;
Identify service disruptions and/or delays and initiate corrective action (makes necessary adjustments to driver manifests and rides to maintain operational effectiveness and efficiency); Contact appropriate law enforcement agencies, medical services and supervisory personnel in emergency situations, provide assistance to drivers and passengers when an emergency situation develops;
Monitor operating practices to assure compliance with rules and regulations; report violations, including customer complaints to supervisor;
Contact maintenance personnel when there is a mechanical issue with a bus;
Schedule rides; utilize scheduling software with trip request data to develop efficient schedules;
Review, revise, and produce final schedules for routes using scheduling software;
Contact drivers to schedule work;
Contact clients to advise of ride adjustments;
Track data and develop monthly spreadsheet reports on vehicles and ridership;
Receive calls and check voice mail messages regarding canceled rides. Depending on the type of ride, get into one of two different ride management systems to enter the canceled ride. Notify Medicaid providers by phone of cancelations;
Perform other related duties as assigned.

KNOWLEDGE, SKILLS AND QUALIFICATIONS

Qualifications and Education Requirements:

High School Diploma or GED. One year dispatching or scheduling experience, or work experience that clearly demonstrates ability to rapidly learn and perform the duties and responsibilities of the position. Must have strong computer skills.
Gain proficiency in Route Match ride tracking and scheduling software;
Familiarity with military time;
Computer experience in spreadsheet and word processing program;
Familiarity with the COIC-CET Drug and Alcohol Policy;
Exceptional knowledge of the roads in Bend, Redmond, Madras, Prineville, La Pine, and Sisters;
Manage emergency situations involving drivers and passengers;
Work well under pressure and have good organization skills;
Deal with a wide range of personalities, temperaments, and ability levels while maintaining a courteous and professional demeanor at all times;
Communicate and interact positively; work as part of a team;
Complete multiple tasks, occasionally under highly stressful and/or time-sensitive conditions;
Work independently and effectively without close supervision;
Excellent written and oral communication skills;
Establish and maintain cooperative working relationships; strong organizational and time management skills;
Work with and keep confidential sensitive personnel information;
Must pass a criminal background and driving background check;
Must have a valid Oregon driver?s license and access to a private vehicle or equivalent means of transportation.

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

Physical Requirements and Work Environment:

This is a safety sensitive position and candidate must successfully pass a pre-employment DOT drug screen.

Physical Requirements:

While performing the responsibilities of the job, the employee is required to have mobility to work in a typical office setting, use standard office equipment; some walking, standing, stooping, occasional lifting up to 20 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone and radio. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

Office setting – Occasional travel to other COIC locations and to trainings.
