Position Summary
Reporting to the Fleet Director this position is responsible for overseeing and providing warehouse services, supervision and support to the Water Services, Transportation and Mobility, Facilities, fleet and Engineering departments as a unified public works entity. This position will play a vital role in ensuring all supplies, tools and equipment are readily available for staff during day-to-day and emergency operations.

Under minimal supervision the warehouse supervisor will develop biennial budget for warehouse operations to fully support the Public Works Campus, make all warehouse purchasing decisions, except those requiring higher level approval based on City or State mandates and will determine most effective warehouse layout, processes and procedures to maximize warehouse efficiency based on operational needs.

Functions, Duties and Responsibilities

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.

  • Oversees day-to-day operations of the Public Works warehouse, employee store, and public works yard (outside inventory and stockpiles). Monitors inventory of all merchandise on-hand, the cost of each item, storage location, and the total inventory value. Prepares and delivers key reports, status updates and other important information to stakeholders
  • Exercise supervisory authority over a team of subordinate staff. Supervise, hire, promote, train, monitor performance, develop, coach, discipline, and provide direction to employees. Respond to and resolve employee grievances. Assign and evaluate work. Promote a diverse and welcoming work environment.
  • Contacts vendors to discuss product lines, availability, merchandise pricing, and issue resolution
  • Make purchases and/or submits purchase orders in accordance with city’s purchasing process
  • Assist management in developing program rules, policies, long- and short-range goals, plans, program evaluation, and budget management. Evaluate work processes and business practices, making changes in procedures and policies. Establish and monitor safety, security, and accountability procedures
  • Provide training and certification on specialized warehouse equipment and/or fleet vehicles.
  • Performs and supports receiving, warehousing, and distribution functions. Ensures all orders are picked, packed, and staged in appropriate departmental location, correctly and on-time according to SOPs.
  • Serves as warehouse safety coordinator; ensures all warehousing activities are performed safely in accordance with OSHA warehousing guidelines
  • Acts as a warehouse point-of-contact for customer service regarding order questions and issues pertaining to order fulfillment and shipment.
  • Evaluates, updates and aligns department procurement processes, including RFP, RFQ, bid packages, contracting selection and contract development, ensuring compliance with all related regulations.
  • Collect and interpret data to use in identifying trends; recommend changes to policies and procedures as needed.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
  • Performs related duties as necessary to achieve the objectives of the position.

Knowledge, Skills and Qualifications

Skill Profile
The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

  • Previous warehouse management experience, including knowledge of warehousing and delivery operations.
  • Previous experience in shipping and receiving, including knowledge of applicable inventory system(s) and ability to use database and spreadsheet applications to produce required reports and findings.
  • Previous lead/supervisor experience, including team building, coaching and counseling employees to achieve performance objectives and planning, directing and coordinating subordinates’ activities, and taking immediate corrective action and/or recommending disciplinary procedures.
  • Relationship building: Develop effective working relationships with City management, staff, vendors and other agencies.
  • Able to demonstrate experience in accurate inventory management
  • Data entry / computer skills including the Microsoft Office Suite

Ability Requirements
The following capabilities are required to perform the essential functions of this position.

  • Effectively communicate with others verbally and in writing, including by phone, e-mail, or in person.
  • Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop or kneel for extended periods of time.
  • Maintain sustained concentration on computer screens and use keyboards and a variety of peripherals.
  • Ability to lift 35-75 lbs. regularly
  • Ability to safely operate a forklift and pallet jack
  • Ability to direct, manage and supervise a multicultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services.

Education, Experience, Certifications and/or Licenses
The following are the qualifications for this position.
Minimum Qualifications

  • High School/GED or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years’ experience in a similar position and/or performing similar tasks
  • 1 years of supervisory experience
  • Current and valid Driver’s license per City policies outlined in the Employee Handbook.

Preferred Qualifications

  • Bachelor’s degree in Logistics or Supply Chain Management
  • Proficiency in Microsoft Office suite and/or Power BI
  • Warehouse Management certification
