The City of Bend Utility Department is actively recruiting for one (1) full-time Utility Worker II. This opportunity is represented by the City of Bend Employee Association (COBEA) and is FLSA non-exempt (overtime eligible).

Under general to intermittent supervision this Advanced Journey Level position performs a wide variety of manual skilled and semi-skilled duties involving, installing, servicing, operating, repairing and maintaining the City’s water, water reclamation, storm drain systems and related infrastructure. Tasks may be complex in nature and require advanced experience, knowledge and skills. The position may provide guidance and instruction to less experienced workers and Entry or Journey Level staff.

Distinguishing Characteristics:

  • This class distinguishes itself from Entry and Journey Levels as it possesses and applies a broad knowledge of principles, practices and procedures of a particular field to the completion of difficult assignment; assignments generally requiring a high level of ingenuity and originality.
  • Incumbents at this level hold high level certifications.
  • Entry Level is typically used as a training class; work is generally routine, daily detailed instruction is given and work is performed under direct supervision or guidance.
  • Journey Level performs multiple skilled and semi-skilled tasks that may be of a somewhat difficult nature, requiring a higher level of understanding and training then Entry Level, and requiring moderate levels of evaluation, troubleshooting and decision making skills.
  • Journey Level incumbents hold intermediate or basic certification for their field of work.

Functions, Duties and Responsibilities

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.

  • May perform sewer maintenance and repairs on pumps, pressure lines, and/or other related items, which includes: entering confined spaces; locating and repairing specific parts; and/or, performing other related activities.
  • Operates water system, which includes: maintaining reservoir levels, monitoring and maintaining valves, checking and maintaining system pressure, checking chlorine residuals, and/or performing other related activities.
  • Operates vactors, which includes: performing routine and emergency line cleaning; pumping wet wells; repairing and monitoring pressure and gravity sewer lines/storm water; and/or, performing other related activities.
  • Troubleshoots and implements repairs to faulty water system components, utilizing established standards.
  • Locates underground utilities, which includes: determining most efficient routes; determining areas requiring location services; utilizing applicable tools to locate utilities; and/or, performing other related activities.
  • Responds to inquiries and requests for information from the public; investigates and resolves problems.
  • Prepares and maintains a variety of records and logs related to maintenance, repair, and monitoring activities.
  • Can on occasion be asked to perform inspections of water/wastewater/storm water systems and infrastructures to ensure compliance with applicable standards and specifications.
  • Participates in monitoring and maintaining appropriate levels of materials and supplies in order to facilitate efficient operations.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • Responds to system maintenance and or service calls outside scheduled work hours while on call or in the event of an emergency.
  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.
  • Performs other duties of a similar nature or level.

Supervision Exercised and Received 
This position has no lead or supervisory responsibilities; however may provide guidance and instruction to less experienced workers and Entry or Journey Level staff. This position receives general to intermittent supervision from a Supervisor or Lead. Assignments may be broad and are provided by indicating generally what is to be done, limitations, quality and quantity expected, deadlines, priorities. While some specific instructions may be given for new unusual assignments the Advanced Journey Level is expected to resolve problems and deviations in accordance with instructions, policies and accepted practices. Due to the degree of knowledge at this level incumbents have some latitude for un-reviewed actions and/or decisions based on work being performed. The employee uses initiative in carrying out recurring assignments. The Supervisor, Lead, or assigned designee may inspect work to ensure technical adequacy and conformance with practice and policy.

Knowledge, Skills and Qualifications

Knowledge of:

  • Intermediate water/wastewater/storm water maintenance and repair functions;
  • Vactor truck operations;
  • Underground utility location techniques and methods;
  • Mathematical principles;
  • Intermediate construction principles;
  • Applicable tools and equipment utilized in the trade;
  • Advanced trench safety shoring, shielding and construction safety principles;
  • Customer service principles;
  • Leak detection methods;
  • Occupational hazards and safe work methods;
  • Intermediate plumbing principles, including all classes of pipe;
  • Intermediate leadership skills;
  • Hydrant maintenance and repair;
  • Water valve turning and flushing.

Skill in:

  • Using a computer and related software applications;
  • Metering Systems;
  • Detecting leaks;
  • Performing mathematical calculations;
  • Locating underground utilities;
  • Reading and interpreting maps, drawings, and schematics;
  • Troubleshooting, maintaining, and repairing water/wastewater systems and components;
  • Utilizing applicable tools and equipment of the trade;
  • Providing customer service;
  • Operating light to heavy equipment;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Education, Experience, Certifications and/or Licenses
The following are the qualifications for this position.
High School Diploma or equivalent (G.E.D.) and five years of progressively responsible experience with advanced level certifications in area of assignments such as water/water reclamation system maintenance, storm system maintenance; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements:

  • Valid Oregon Class A commercial driver’s license
  • Water Distribution II certificate
  • Waste Water Collections I certificate
  • Competent Person certificate
  • T2 Public Agency Work Zone traffic control training card
  •  Backflow Tester Certification may be required based on area of assignment
