Summary

Summary

Under the direction of the Fleet Director, the Lead Parts Technician is responsible for procuring and inventorying supplies, parts, and materials, and for ensuring and monitoring adequate stocking levels. Performs a variety of complex administrative support duties and specialized parts management and purchasing duties in support of fleet parts store operations; coordinates daily fleet parts store activities and provides lead direction to Stores Clerks; maintains accurate inventory information. The Lead Parts Technician researches, coordinates, and supervises the acquisition of all vehicle and equipment parts, tires, lubricants, fluids, tools, and related supplies necessary for the efficient maintenance, repair, and preparation for service of all city vehicles and equipment. This position analyzes, orders, receives, and maintains reasonable inventory levels necessary to support these activities. The Lead Parts Technician also performs and reconciles the monthly cyclical inventory of parts, tires, lubricants, and fluids.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Oversees and participates in the day-to-day stores activities for parts and supplies needed in communication systems, specialized emergency vehicles, heavy equipment, and special machinery repair.
  • Assists with the design, implementation, monitoring and maintenance of parts store processes, procedures and systems; assists with developing work standards and methodology.
  • Performs and/or oversees automated and manual property accounting and inventory control actions; evaluates and recommends changes in inventory policies and processes.
  • Maintains complex and specialized records, including equipment maintenance and purchasing records; creates and monitors a variety of financial and inventory data; extracts and evaluates data; identifies trends and issues; develops reports and recommendations.
  • Researches and identifies supplies and equipment requirements; coordinates timelines and activities with technicians to ensure a sufficient stock of supplies and equipment. Determine parts and supplies availability, and alternatives.
  • Regularly drives a vehicle to procure, pick-up, receive and deliver shipments of supplies, parts, and materials from vendors and issues to appropriate individuals; maintains related inventory records.
  • Establishes and maintains appropriate existing inventory levels; determines stock levels for ordering and disposal.
  • Assigns and/or performs inventory processes; assists with overall inventory control and the development of a general inventory layout; determines space requirements and assures security of stores items.
  • Manages, coordinates, researches, purchases, and issues fleet supplies such as vehicle parts, tires, lubricants, and tools for a diverse vehicle fleet, including light-duty automotive, heavy-duty trucks, road construction equipment, fire apparatuses, and law enforcement vehicles.
  • Receives freight deliveries and verifies contents and condition; unpacks, stores, and/or distributes goods and supplies; checks received items against packing slips and purchase orders; checks for damage and compliance with specifications; analyzes and compares related costs; and expedites special and rush orders.
  • Oversees Fleet’s tool management program. Ensures proper tool crib and individual toolkit organization and security, and conducts required inventories in a timely manner.
  • Organizes and maintains fleet inventory, including: locating, grouping, and labeling items, and monitoring and reordering stock. Creates and maintains stock shelving plans; stores items in bins, on shop floor, or on shelves according to identifying information such as style, size, or type of material.
  • Conducts research of information related to procuring parts, materials and supplies using multiple technology resources.
  • Monitors parts’ department effectiveness by creating key performance indicators/metrics, viewing dashboards and reports and analyzing related parts’ data.
  • Develops and monitors biennial parts’ budget, inventory stock levels and reorder points; develops stocking criteria and monitors non-stock orders for appropriate inclusion in stock; identifies and arranges for disposal of obsolete and surplus stock; conducts and reconciles monthly cyclical physical inventory counts to Fleet Management Information System (FMIS).
  • Ensures transactions such as orders, receipts, and issues of parts, lubricants, and supplies are entered accurately in FMIS.
  • Researches, updates, and maintains current vendor records, parts books, vendor catalogs, and manuals; and obtains price quotes from vendors and prepares purchase requisitions as required.
  • Conducts shop equipment inspections and arranges for service or repair as needed.
  • Develops and maintains internal procedures for ordering, receiving, storing, and issuing parts and supplies; and directs daily activities of Parts Technician.
  • Oversees the disposal of used oil, tires, scrap metal, and other surplus materials.
  • Auctions vehicle and equipment items from various departments through established auction channels.
  • Prepares and presents research; sets up vendor product meetings; provides customer quotes; and communicates and attends meetings regarding complex upfitting of vehicles and equipment.
  • Complies with safety requirements of the position and actively promotes safe work practices.

  • Maintaining working knowledge of advanced warehouse and inventory control and storekeeping methods and practices.
  • Maintaining working knowledge of automotive, construction equipment, fire apparatus and law enforcement vehicles.
  • Maintain working knowledge of vehicle and equipment terminology.
  • Maintain working knowledge of purchasing practices and procedures used in an operation of similar background, size, and complexity.
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
  • Prepare, read, analyze and interpret policy documents as well as complex financial reports and statements supported by statistical data and other documentation.

  • Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as cooperating common office equipment.

  • Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.
  • Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, oils, extreme temperatures, and intense noise.

Education, Experience, Certifications and/or Licenses

 

The following are the qualifications for this position.    

Minimum Qualifications

  • High school diploma or GED equivalent; AND
  • Four (4) years of experience in purchasing, storekeeping, and automotive parts and hardware.
  • Automotive Service Excellence Medium/Heavy Truck Parts Specialist (P1) and Automobile Parts Specialist (P2) within eighteen (18) months of hire.
  • Current and valid Driver’s license per City policies outlined in the Employee Handbook.

 Preferred Qualifications

  • Certifications: Automotive Service Excellence P1- Medium-Heavy Truck Parts Specialist and/or P2-Automotive Parts Specialist
  • Experience: Minimum two (2) years’ experience with heavy and specialty equipment parts procurement
  • Systems or Projects: Experience with Fleet Management Information System and/or inventory management system.
