Data/Systems Analyst

Requirements:    Responsible for performing and overseeing a variety of complex analytical and program assignments that provide for the development, enhancement, support and maintenance of automated data applications, data analysis, report development and operational software solutions. Ability to effectively manage and analyze a variety of intricate systems and applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plan, design, develop and launch efficient information systems, data analytic reports and software applications in support of core organizational functions
  • Provide a service-oriented mentality, high sense of ownership of the problems and assigned requests
  • Focus on managing and resolving issues, establishing and maintaining communication with technology users to keep them updated with status of their requests, and initiating and performing changes on production systems
  • Work on various projects, such as: design or redesign of an application system, selecting, maintaining or customizing software application packages, development of ETL integrations, report development, database security, business process improvement and data warehousing
  • Review and analyze work requests, working with end users and vendors to investigate and translate requests into project requirements, and further into definitions and specifications for program and system modification and development, and report development and modification
  • Develop and/or implement databases, applications, security and communication systems with user departments and vendors
    Develop, test and execute custom queries and reports in support of costing, budgeting, inventorying, demographic evaluation, service metrics and customer management
  • Work with business area experts to define and implement process improvements using technology
  • Analyze and identify database integrity issues
  • Consult with business unit personnel, IS colleagues and other end-users on data quality issues
  • Maintain data security – controlling and monitoring user access to databases and Microsoft cloud solutions
  • Ensure compliance with PCI DSS and other requirements by implementing and auditing access controls
  • Conduct research on software and hardware products to justify recommendations and to support purchasing efforts
  • Participate in the review, evaluation, feasibility studies and selection of available products, techniques and technologies
  • Perform the installation of software and hardware systems, including the training of end users
  • Develop guidelines and upgrade techniques of new operational procedures for the support of databases and applications
  • Provide on-going technical support for application systems
  • Perform complex analysis, design, coding, testing, troubleshooting, documentation and implementation of project definitions and specifications
  • Install updated or new systems, coordinate installation requirements
  • Write technical reports and documents such as project descriptions, specifications, system and data flow diagrams, data structures and program flow, to be used by both technical and non-technical staff 

QUALIFICATIONS:

  • Knowledge of the fundamental concepts and operating principles of data communications (internal and cloud based), data mining, data analytic report creation, SQL development, version control practices and general software
  • Experience with MS SQL Server, Oracle SQL Server, and ETL integration development
  • Following technology knowledge is highly desired:  Microsoft 365 Suite including Power Automate, PowerApps, SharePoint, OneDrive, Forms as well as UI Development, Cloud Connections
  • Following technology knowledge is considered a plus:  Web Development, Cloud Migrations, Spatial Data Familiarity
  • Bachelor’s Degree in Business and/or Computer Science or related field
  • 5 – 7 years’ work experience in  a technology related field; demonstrating increasing responsibility and ownership of technical projects and solutions

EXPERIENCE, SKILLS & ABILITIES:

  • Proficiency in one or more of the following: SQL, Crystal Reports, Visual Studio, ETL Integrations, General Microsoft Administration, Business Intelligence Portals
  • Knowledge with Windows Server, security, MS SQL Server, Oracle SQL Server
  • AMI and SCADA experience a plus
  • Experience writing functional specifications for application enhancements and development
  • Strong communication skills, interpersonal skills sufficient to motivate, convince and/or modify end user behavior. Ability to write and trouble shoot advanced SQL code
  • Ability to write and trouble shoot SQL code and design (stored procedures, functions, views, triggers, indexes, constraints)
  • Excellent verbal and written communication skills; multitasking skills, critical analysis skills, excellent organization skills, project management skills
  • Able and willing to work flexible hours with occasionally required extended hours
  • Validate State of Oregon driver’s license preferred
