About the Role
The City of Bend is accepting applications for a regular, full-time Payroll Administrator in the Finance Department’s Payroll Division. This salaried, exempt position helps ensure accurate, timely and compliant payroll service across the organization.
Working with the Payroll Supervisor and HR Information Systems team, the Payroll Administrator serves as a subject-matter expert, resolves payroll issues, supports labor-agreement implementation and helps improve payroll processes and systems.
What You’ll Do
- Oversee daily payroll operations and serve as an expert for assigned payroll functions.
- Train and support payroll staff to promote consistent, accurate service.
- Plan payroll processes, monitor service goals and lead continuous improvement.
- Ensure compliance with laws, City policies, labor agreements and regulatory requirements.
- Research and resolve payroll errors, service concerns and employee questions.
- Review payroll and timekeeping data for trends, discrepancies and improvement opportunities.
- Create reports and dashboards that support leadership decisions.
- Improve payroll and timekeeping systems, automation, integrations and configurations.
- Coordinate payroll projects, manage vendor relationships and lead payroll processes when the supervisor is absent.
Minimum Qualifications
- Associate degree and at least two years of payroll-processing and support experience; or
- An equivalent combination of education and experience sufficient to perform the position’s essential duties.
Preferred Qualifications
- Professional payroll certification.
- Government payroll experience.
- Experience implementing collective-bargaining agreements.
- Knowledge of payroll taxes, wage laws and FLSA overtime requirements.
- Experience with HRIS systems, payroll audits, data analysis and reporting.

Compensation and Benefits
The annual salary range is $83,117.63 to $106,081.66. Starting pay is determined through an equity analysis of education, relevant experience and internal equity.
