About the Role

The City of Bend is accepting applications for one (1) regular, full-time Code Enforcement Manager in the Code Enforcement Division of the Community Development Department. This is a non-represented, FLSA exempt (overtime ineligible) position. The City may use this job posting to create an eligibility list for future hiring purposes. Reporting to the Community Development Department Director, the Code Enforcement Manager sets the division’s strategic direction and manages operations including supervision of the Code Enforcement Team.

What You’ll Do

The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list.

  • Interact with other City departments and teams as well as community partners to solve complex problems related to policies or programs.
  • Oversee the Code Enforcement Division including setting priorities, managing division budget, evaluating program performance and identifying opportunities for improvement.
  • Prepare and deliver reports, program status updates and other important information to stakeholders. Represent the Code Enforcement Division at City Council and other meetings.
  • Represent the City in municipal court; review cases and prepare staff for court proceedings.
  • Refine and develop Code Enforcement policies and procedures reviewing regularly for opportunities to improve.
  • Provide supervision and support for Code Enforcement staff by understanding challenges, offering guidance and developing strategies to improve processes.
  • Evaluate multiple sources of information and use analytical and evaluative judgement to address challenges.

Ideal Candidate

We’re looking for someone who is detail oriented, a strong communicator and likes to find solutions to challenging situations. They will bring a customer-service mindset to their work, ensuring internal and external customers feel heard when navigating code-related situations. Highly qualified candidates will have experience supporting dynamic teams and managing direct reports. A working knowledge of laws related to the public sector in the State of Oregon, as well as City and Federal policies, rules, regulations, codes, and ordinances is necessary. This position manages the division’s budget requiring knowledge of fundamental elements and best practices for preparing operational budgets. The ideal candidate will have code enforcement experience at the local government level with an active and engaged community. They will also have the ability to communicate complex ideas to a wide variety of audiences and bring skills in project management and strategic planning.Candidates who meet the listed minimum qualifications, including an equivalent combination of education and experience will be considered for an interview. Minimum Qualifications:

  • Associates Degree AND
  • 4 to 5 years of experience in a similar position and/or performing similar tasks AND
  • 2 to 3 years of managerial experience OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Required Licenses & Certifications:

  • Current and valid Driver’s license per City policies outlined in the Employee Handbook.
  • Professional Certification from Oregon Code Enforcement Association or equivalent

Desired (but not required) Attributes:

  • American Association of Code Enforcement Certified Code Enforcement Officer or Certified Code Enforcement Administrator
