POSITION SUMMARY

COIC and Cascade East Transit are looking for a Safety Program Manager to be based out of Bend, OR. The successful applicant will bring direct experience in developing, managing, and maintaining safety programs. $5,000.00 – $8,767.00/Monthly, DOE and Qualifications. POSITION SUMMARY

The Safety Program Manager position develops, manages, and maintains safety programs for COIC departments including public transportation, Cascades East Transit (CET). This position will oversee and ensure organizational and employee compliance with applicable laws, safety regulations, and industry standards. The position will report to all COIC Department Directors as assigned.   Primary duties include the exercise of discretion and independent judgment with respect to matters of safety practices and policies for COIC departments.

Essential Functions: A person employed in this position must possess the capability to perform the following duties to be considered for this position. The duties are essential functions requiring the critical skills and expertise needed to meet job objectives.

  • Exercise learned discretion and independent judgment to develop and maintain safety programs for COIC/CET.
  • Accurately interpret and apply statutory and regulatory requirements and program guidelines including, but not limited to, OSHA, ADA, building codes, and specific industry requirements.
  • In coordination with Directors, formulates, interprets, recommends, and implements safety policies, protocols for COIC/CET.   Conducts employee training on applicable safety standards, including but not limited to: industry required training, defensive driving, CPR & AED, First Aid & Blood Borne Pathogens.
  • Travel to various building locations and work sites in the field on a frequent basis to conduct on-site safety reviews, training, and meetings.
  • Conducts onsite safety inspections and audits of facilities, construction and maintenance sites, transportation vehicles, and equipment.
  • Develops and maintains safety programs, training, and industry standards for COIC and CET public transportation department.  Assists Department Heads in a confidential capacity to develop policies and evaluate risk assessment of safety practices and incidents.  Attends Employee Safety meetings, COIC and other agency safety meetings, and Labor/Management meetings, as assigned, in regards to matters of safety on behalf of management/COIC.
  • Evaluates and determines safety risks assessments consistent with risk insurance carrier, OSHA, and related requirements.
  • In coordination with Directors, reviews, evaluates, and provides recommendations and/or resolves safety concerns and incidents.
  • Develop and maintain employee engagement programs related to safety, ergonomics, and wellness.
  • Conducts onsite job shadowing and completes assessments for job hazard and personal protective equipment (PPE).
  • Identifies opportunities to minimize workplace injuries, accidents, and health problems and coordinates with departments to implement continuous improvements related to safety.
  • Serve as a resource to supervisors and management to resolve specific safety issues and provide technical guidance on issues related to safety as a performance expectation of employees.
  • Reviews accident and incident reports and coordinates with and provides supporting information to management and Human Resources on responding to safety-related complaints and/or accident or incident analysis and related investigations.
  • Create technical documentation and analyze and report on safety related trends and data.
  • Coordinates with key personnel on emergency planning and response procedures.
  • Develop and maintain effective and harmonious and reasonable work relationships with others.
  • Maintain regular and predictable work attendance in accordance with COIC policies.

Knowledge, Skills ,and Qualifications:

  • At least six (6) years of work experience as a safety specialist, safety manager, or other comparable safety related job; OR a Bachelor’s Degree in a related field (such as Occupational Safety or Safety Management, Industrial Engineering, Business or Public Administration, Environmental Health & Science) PLUS at least two (2) years of work experience in a job providing oversite or managing safety programs, safety training, or comparable work.
  • Ability to read and interpret documents such as safety rules, operations and maintenance instructions, procedures, and manuals.
  • Knowledge of or ability to interpret and apply Federal and State program requirements based on statutes, regulations, and program guidelines.
  • Knowledge of Safety Elements (Material Safety Data Sheets, OSHA Training, etc.)
  • Knowledge of safety culture, and ergonomics, and workplace wellness
  • Superb communication skills:
    1. Ability to write comprehensive reports and professional correspondence
    2. Ability to speak effectively with customers, employees, and peers
    3. Ability to produce and present reports and project details
    4. Organize and facilitate effective meetings, prepare, and give presentations
  • Teamwork/leadership:
    1. Possess a strong commitment to team dynamics and resolving group conflict, strong communication and interpersonal skills
    2. Work independently and diplomatically, as well as ability to work as part of a team, work with diverse groups and varied individuals.
  • Technology:
    1. Above average proficiency with Microsoft Word, Excel and Outlook;
    2. Working knowledge and experience with planned maintenance, asset management, and work order software and various database software
  • Must be able to pass and maintain and clean a criminal background
  • Valid driver’s license and access to private vehicle or equivalent means of transportation
  • Must maintain client and agency confidentiality

 

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

Work Conditions:
Job conditions are sometimes uncomfortable due to varying work environments; noise; inside/outside work with inclement weather; dirty conditions; exposure to chemicals; machinery; electricity; or interaction with angry/hostile or unpredictable individuals. Employee may be required to work evening, weekend, or holidays. Ability to work on a typical office setting using standard office equipment and will be required to drive a motor vehicle to travel to various work sites and perform on-site work on a frequent basis.

While performing the duties of this job, the employee is frequently required to use hands and fingers, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl. The employee is occasionally required to walk, sit and talk or hear. The employee may occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Work with tools and powered machinery during the course of providing training programs. Employee must wear Personal Protective Equipment (PPE) when performing tasks that require the use of PPE.
