- The City of Bend Emergency Management & Risk Department is currently accepting applications for one (1) limited duration, full-time Emergency Management Analyst position. Position Summary
- The Emergency Management Analyst plays a critical role in ensuring the City of Bend’s capability to prepare for, mitigate, respond to, and recover from human-caused or natural disasters. In cooperation with and under the supervision of the Risk & Emergency Management Director the Emergency Management Analyst evaluates, develops, and aids in the management of the City’s preparedness and response programs; overseeing equipment, training and exercise; and assisting in the development of the City’s operational readiness. Conducts research, evaluates readiness, and ensures National Incident Management System compliance. This position advises the Emergency Management and Natural Hazard Mitigation Committees, reviews incidents and builds improvement plans, and serves in a lead role in the City’s Emergency Operations Center. The Emergency Management Analyst also collaborates with internal and external stakeholders to build disaster resilience and emergency management capacity and capability city- and community-wide.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
- Meaningfully participates in setting the strategic direction of the City’s Emergency Management program and planning for the program’s long- or short-term objectives, including the development, coordination, implementation and evaluation of emergency management plans, policies, and procedures in accordance with local, State, and Federal regulations such as the National Incident Management System (NIMS), monitoring of regulatory compliance, and adherence to policies and procedures.
- Develop, coordinate, and implement a variety of emergency management related trainings and exercises such as Incident Command System (ICS) training, tabletops exercises, simulated exercises, and functional and full-scale exercises for internal and external stakeholders and collaborators. Assign, document, and reconcile exercise participation and training certifications in the learning management system.
- Advise and facilitate the Emergency Management Committee and Natural Hazard Mitigation Committee meetings; Under the direction of the Risk & Emergency Management Director, lead the process to review actual occurrences, planned events, and exercises; draft, facilitate, and submit After-Action-Reports (AAR) and Emergency Management Exercise Reports; develop and oversee implementation of Improvement Plans.
- Coordinate the City’s preparedness grants and disaster relief programs: oversee applications and management; review and analyze submissions and opportunities; develop content for City Departments; pursue reimbursements; administer reporting; maintain records and files.
- Advise emergency management partners in City departments and in external agencies on Emergency Management best practices; provide guidance on how to progress Emergency Management planning within City departments.
- Performs research and analyzes technical information to ensure adequacy of emergency preparedness planning and programs within the City; manage and direct complex special projects and programs that involve research, analysis, recommendations, and reports in regard to emergency management.
- Collect and interpret data to use in identifying trends; recommend changes to policies and procedures as needed.
- Perform preparedness, threat and hazards identification, and risk assessments for the City and the City’s Emergency Operations Center; observe capability, identify gaps, and develop recommendations.
- Act as the management representative during on-site inspections and audits as required by Oregon Department of Emergency Management, Federal Emergency Management Agency, or other compliance agencies.
- Maintains regular and substantial contact with others outside own workgroup, including the general public, vendors, partners, and leadership level employees. Contacts involve discussions and/or resolving problems related to policies and programs or the exchange of highly complex or confidential information; substantial sensitivity, discretion and cooperation required; usually follow-up action is needed.
- Responsible for developing recommended budget for an organizational unit, with minimal restrictions/prescribed parameters. Has accountability for all expenses within an organizational unit and reporting concerns regarding meeting budget goals.
- Evaluates, updates and aligns procurement processes, including RFP, RFQ, bid packages, grants, mutual aid, contracting selection and contract development, ensuring compliance with all related regulations.
- Provides supervision over staff on a continual and project basis.
- Prepares and delivers key reports, status updates, and other important information to stakeholders.
- May present to and interact directly with City Council as needed.
- Conducts technical studies and oversees work of consultants conducting similar work.
- Operates and manages an Emergency Operations Center to include the coordination and activation of the Emergency Operations Center (EOC) during actual disasters and/or planned events. Serves as the Emergency Manager when Director is unavailable and in a leadership or supervisory position on an incident.
- Plans, develops, and implements community communication, education, and outreach programs; and/or investigates and resolves citizen complaints and concerns.
- In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities, and infrastructure.
- Performs related duties as necessary to achieve the objectives of the position.
Knowledge, Skills and Qualifications
Skill Profile
The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
- Emergency Management knowledge: Maintain knowledge of principles, practices, trends, and theories of emergency management; knowledge of threat and hazard identification and risk assessment; knowledge of program development and administration including ongoing evaluation and analysis; knowledge of natural and human-made disasters.
- Relationship building: Develop effective working relationships with City management, staff, non-governmental organizations, and partner agencies; maintain effective communication and interpersonal skills sufficient to exchange or convey complex information.
- Training development and delivery: Experience developing training on various platforms and topics using effective learning principles.
- Regulatory awareness: Thorough knowledge of Oregon Revised Statutes (401) and disaster relief rules and recordkeeping; maintain working knowledge of regulations related to ODEM, FEMA, and other relevant regulations or requirements pertinent to emergency management.
- Employee compliance: Maintain working knowledge of the National Incident Management System and understanding of appropriate compliance and enforcement.
- Data analysis and reporting: Experience with data analysis and collaboration on technical reports and policy/procedure writing; experience with reading, analyzing, and interpreting policy documents as well as complex reports and statements supported by statistical data and other documentation from a variety of sources in dynamic and time-sensitive situations.
- Software proficiency: Proficiency in Microsoft Office tools (Word, Outlook, Excel, and PowerPoint) and other common office software.
- Emergency response: Training in National Incident Management System (NIMS) and the Incident Command System (ICS); knowledge of planning, organizing, and coordinating emergency preparedness, public assistance, response, and recovery programs and activities.
- Budgeting: Maintain working knowledge of effective methods, principles, and techniques for effective budgeting, contracting documents, mutual aid, and grant management.
- Project Management: Maintain working knowledge of effective project management principles including strategic planning.
- Demonstrate a high attention to detail.
- Manage a high volume of tasks at one time, including organizing and prioritizing own work.
- Work independently with minimum direction while also working as part of a team and collaborating with others.
- Establishing and maintaining cooperative working relationships with co-workers, citizens, developers, advocates, and regional agencies.

- Ability to exercise sound judgement in appraising situations and in making critical decisions regarding complex issues.
- Ability to understand, remember, communicate, and apply complex oral and/or written instructions and factual information.
- Directly supervise team members, including training, assigning and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances.
- Remain in a stationary position (sitting or standing) for extended periods of time, occasionally stand, walk, stoop or kneel for extended periods of time.
- Exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, to lift, carry, push, pull or otherwise move objects.

Education, Experience, Certifications and/or Licenses
The following are the qualifications for this position.
Minimum Qualifications
- Bachelor’s degree (B.A./B.S.) in emergency management (or related field) from a four-year college or university or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
- 4 to 5 years’ experience in a similar position and/or performing similar tasks.
- 2 to 3 years of people management experience.
- Current and valid Driver’s license per City policies outlined in the Employee Handbook.
Preferred Qualifications
- Completion of Incident Command System (ICS) courses IS100, IS 200, ICS 300, ICS 400, IS 700 and IS 800, and FEMA’s Professional Development Series (PDS) or Emergency Management Basic Academy.
