Purpose of Position

PURPOSE OF POSITION:

The Training and Wellness Coordinator is an unsworn position that designs, implements, and manages behavioral and physical health and wellness programs for the Redmond Police Department. This position develops wellness strategies and plans and facilitates health and fitness activities. This position will assist the Training Sergeant with logistical support and inventory management.

Essential Job Functions

ESSENTIALJOBFUNCTIONS:

  • Design, implement, and manage strategy related to the wellness of Police Department employees.
  • Assist supervisor or assigned department lead in coordinating a response to employee well-being following large scale or critical incidents; assist in developing protocols, procedures, and training associated with such responses to ensure preparedness for potential incidents.
  • Confer and consult with department leadership on health and wellness program goals and objectives. Develop the department’s wellness strategy for the promotion of physical and behavioral wellbeing, with the ultimate goal of improved employee morale and wellness.
  • Identify grant opportunities and work with the Administrative Captain to complete applications. Responsible for operational reporting of the grant activity and working with the City’s Budget and Finance personnel.
  • Oversee and continue development of a peer support team based on industry best practices.
  • Develop and implement initiatives specifically focused on the overall wellness of employees (to include training, peer support and expanded professional support).
  • Plan, coordinate, and implement classes, speakers, internal and external trainers, seminars, personal training and fitness assessments that promote physical wellness.
  • In conjunction with Human Resources, plan, coordinate, and implement classes, speakers, internal and external trainers, seminars that promote behavioral, and financial wellness.
  • Lead trainings and information sessions related to physical and behavioral health and modern police tactics and best practices.
  • Operates a motor vehicle regularly to attend to trainings, meetings, supply support, etc.
  • Develop promotion and publicity plans for wellness and fitness programs throughout the Department.
  • Compile statistical summaries of participant data, class attendance, and equipment inventories to ensure properly detailed program evaluations.
  • Assist in the development of the budget for the wellness program, as well as policies and procedures relevant to the operation of the health and wellness program.
  • Meet with health and physical fitness program providers to coordinate health and wellness program services for Police Department employees.
  • Coordinate program activities across the department and with external stakeholders.
  • Provide leadership, supervision and direction for those implementing behavioral or physical wellbeing programs, to include subordinate employees as assigned.
  • Research and connect with other departments and organizations to implement best practices for the Redmond Police Department.
  • Research and work to address barriers to officers seeking behavioral health services.
  • Compile a directory of health education and physical fitness resources and providers.
  • Assists with Police Training Officer (PTO) trainee onboarding and PTO training schedule.
  • Assists the Training Sergeant with maintaining inventory and maintenance of tools/gear associated with a variety of training equipment.
  • Manages training logistics associated with location, safety, and equipment as necessary.
  • Assists with briefings and trainings on overall health and wellness and other related subjects.
  • Assist with curriculum, scheduling and managing training events, presenting and teaching large groups, as well as individual instruction.
  • Performs other job duties as assigned.

Must be 21 years or older at the time of employment; must possess, or have ability to obtain within thirty (30) days from date of hire, a valid Oregon driver’s license without record of suspension or revocation in any state; felony convictions and disqualifying criminal histories within the past seven (7) years are not allowed; must be a United States citizen within eighteen (18) months from date of hire; must be able to read and write the English language; must be of good moral character and pass a thorough background investigation.

High school diploma, or equivalent, supplemented by a two-year community college degree or vocational school training in Health Education, Community Social Service, Health and Human Performance, Sociology or related field, or an equivalent combination of military, education, and experience.

Ability to learn the applicable laws, ordinances, and department rules and regulations; to perform work requiring good physical condition ;to communicate effectively orally and in writing; to establish and maintain effective working relationships with the public, peers and supervisors; to exercise sound judgment in evaluating situations and in making decisions; to follow verbal and written instructions; to meet the special requirements listed below; to learn the City’s geography; to meet Department’s physical standards.

Specialized experience in wellness program development, health education, wellness counseling or promoting and facilitating health and wellness promotion strategies.

Knowledge, Skills, and Ability to:

Wellness Function:

  • Positively influence long-term behaviors of employees in support of program objectives.
  • Principles and techniques of behavioral health and physical fitness education.
  • Community resources, such as social services available for persons in crisis situations.

Training Function:

  • Knowledge of current trends and developments in specific program areas, various law enforcement techniques and procedures, various state and local criminal, traffic and civil laws, codes and ordinances, and their application.
  • Correct and safe use of defensive tactics and police equipment.
  • Knowledge of basic crime prevention techniques and information, problem-solving techniques and methodology, training methods and principles, and safety and health hazards.
  • Operating in a support and unsworn capacity, use and maintain a variety of police tools in a safe and effective manner.

Other:

  • Principles and practices of program operations, including development, planning, coordination, monitoring, evaluation and problem solving.
  • Applicable federal, state and local laws, rules, regulations, records retention, and policies.
  • Developing communication plans, programs, and campaigns, including the production of support materials.
  • Apply health education and physical fitness standards and precepts to program goals.
  • Design, establish and coordinate the activities and operations of an employee health education and physical fitness program.
  • Plan, develop and implement an effective marketing strategy for assigned programs.
  • Manage multiple tasks and functions, meet strict deadlines, concentrate for extended periods of time, and attend to detailed information on a continuous basis is critical to position success.
  • Implement programs to comply with City workplace requirements.
  • Plan, develop and implement effective strategies for both the City and the Redmond Police Department vision and mission.
  • Understand and proficiently utilize required software and computer programs/systems.
  • Use independent judgment and knowledge to make appropriate operating decisions, resolve operational problems and conflicts

Special Requirements or Licenses:

  • The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license, without record of suspension or revocation in any State; must possess a safe driving record.

Desirable Requirements:

  • For desirable requirements to be considered, one must have met the minimum requirements noted above:
  • Prior experience administering/developing/facilitating a physical fitness, therapeutic health, or other wellness program.
  • A Bachelor’s Degree in Health Education, Community Social Service, Health and Human Performance, Sociology, or related field. Some knowledge of modern law enforcement principles, procedures, techniques, and equipment. Skill in operating the tools and equipment listed. Basic emergency first aid.
  • Proficiency with both English/Spanish languages.

Work Environment

SUPERVISION RECEIVED:

Work is normally performed under the general supervision of the Administrative Captain or designee who oversees Department wellness. The position is expected to train, lead, and direct the work of others on an occasional basis.

SUPERVISORY RESPONSIBILITIES:

Although supervision is not normally a responsibility in this classification, employees may be requested to provide work guidance and/or training to recruit officers.

PHYSICAL DEMANDS:

Computer, including Word and spreadsheet applications, law enforcement software; calculator; fax machine; telephone system; copy machine; police radio equipment, DVR, TV. This position requires the use of a Police car or other City vehicles, and a variety of police tools and resources.

WORK ENVIRONMENT:

The Wellness Coordinator works primarily in an office/physical fitness setting. County-wide travel is required on a frequent basis to field sites or other agencies.  Work outside of regular business hours, including weekends, is occasionally required to attend meetings, make presentations or to facilitate special events.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts; in high, precarious places; and with explosives and is occasionally exposed to wet and/or humid conditions, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and vibration.

The noise level in the office environment is quiet and usually moderate in the field environment; except during certain police training and activities when noise levels may be high.

Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the Cityof Redmond Hearing Conservation Program.
