The City of Bend has an opportunity for a highly motivated professional to fill the position of Utility Compliance Technician focusing specifically on Water Conservation within the Environmental Resources Division of the Utility Department. The Water Conservation – Utility Compliance Technician is a regular, full-time, non-exempt (hourly, overtime eligible) position and is represented by the City of Bend Employees Association (COBEA).
This position will focus on the following:
- Providing public education, training and technical support to utility customers by interacting with customers at public events, by assisting with the facilitation of public awareness campaigns and water conservation classes, and by providing technical support to customers interested in water conservation
- Designing, developing and measuring water conservation measures in alignment with the City’s Water Management and Conservation Plan
- Tracking, monitoring, analyzing water use patterns of utility customers.
- Providing education and supporting enforcement efforts for violations of Bend’s water waste code provisions.
- Collaboration with and assisting internal departments with implementation and design of conservation measures
- Assisting with the development, creation and distribution of public education materials

Environmental Compliance Analyst: This class distinguishes itself from the Environmental Compliance Analyst classification because this position is focused on a broader scope of duties specific to the Industrial Pretreatment program.

Duties and Responsibilities
The individual in this position is expected to engage in the following work-related activities.
- Conducts field inspections on industrial premises to identify compliance violations and recommend response to violations.
- Installs and maintains automatic sampling equipment; monitors compliance with regulations and standards; identifies sampling sites; determines what pollutants to test for; implements sampling schedules; and/or performs other related activities.
- Prepares discharge permits, determining permit duration and limits on regulated pollutants and submits for review and approval.
- Conducts research, complies data, prepares reporting documents as required. Prepares monthly pretreatment program reports as required by the OR-DEQ/EPA regulations for further review or submission. Compiles data and makes recommendations on the development of local limits.
- Maintains regular contact with others outside of own workgroup such as visitors, vendors and/or other employees. Primary purpose of contact is to explain, clarify, or interpret detailed and somewhat complex or sensitive information; contacts are non-routine and require discretion and thoughtful communication efforts.
- Assess compliance with corrective measures outlined in violations that have been issued.
- Reviews plans and permit documentation and recommends approval or rejection based on compliance with applicable utility laws and regulations.
- Conduct tests and track and analyze data to monitor for compliance.
- Conduct public outreach related activities to educate the public on legal parameters and best practices for compliance with utility laws and regulations.
- Provide advice and guidance to other internal customers on becoming or remaining compliant.
- Complies with safety requirements of the position and actively promotes safe work practices.
- In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Knowledge, Skills and Qualifications
- Skill Profile
The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.
- Maintain a working knowledge of the types of industry that commonly discharge wastewater to Publicly Owned Treatment Works (POTW’s).
- Maintain working knowledge of utility compliance, violations and corrective measures, as well as internal policies and procedures.
- Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public and other stakeholders sufficient to exchange or convey information to provide and receive work direction.
- Prepare, read, analyze and interpret documents as well as complex technical reports supported by statistical data and other documentation.
- Manage a high volume of tasks at one time, including organizing and prioritizing own work.
- Work independently with minimum direction while also working as part of a team and collaborating with others.
- Demonstrate a high attention to detail.
- Maintain working knowledge of software programs such as Microsoft Office including Word, Outlook, Excel and PowerPoint and other interactive computer programs as well as cooperating common office equipment.
EDUCATION, EXPERIENCE, CERTIFICATIONS AND/OR LICENSES
The following are the minimum qualifications for this position.
- Associate’s degree from a two-year college or technical school or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
- 2 to 3 years’ experience in a similar position and/or performing similar tasks.
- Water, wastewater, or industrial pretreatment certification is preferred.
- Current and valid Driver’s license per City policies outlined in the Employee Handbook.
