Ensures the financial health of Central Electric Cooperative, Inc. (CEC); controls and directs the financial activities for investment, accounting, planning and reporting.


  • Establishes the overall financial plans for CEC, ensures appropriate accounting practices and manages relationships within the financial community
  • Participates in strategic and operational governance processes of CEC as a member of the senior management team
  • Develops strategic, long range plans for financial support and manages implementation of budget, personnel and policies to meet those goals
  • Directs the design and implementation of overall company policies relating to financial reporting, audit, internal control, cash management, tax and reporting
  • Develops financial strategy to ensure optimal balance sheet structure
  • Directs and plans the operation of the Accounting department to ensure optimum utilization of services for business performance
  • Keeps current on legislation and developments in areas of utility accounting, billing, financial reporting and taxing


  • Directs, controls and coordinates the operating and capital budget process producing financial forecasts, maintaining banking relationships and working effectively with auditors
  • Ensures the safeguarding of all CEC assets including, but not limited to, physical assets of CEC and retirement assets of the employees
  • Directs the certification of financial results and serves as the principal contact with external audit firms
  • Directs the development of budgeting systems and processes for CEC and assists as needed with its subsidiaries
  • Presents budgets to BOD
  • Coordinates and facilitates consultation with others to define financial support for business requirements

SUPERVISION:  Ensures the effective and efficient performance of all direct reports, including performance management and reviews, timesheets, schedules, training, hiring, promotions and compensation


  • Requires a Bachelor’s degree in finance, accounting or business with CPA certification or graduate degree in finance, accounting or business with a minimum of five (5) years progressive work experience in an electric utility or related industry
  • Financial analysis and reporting, effective and professional communication skills, regulatory rules, laws and strategic planning
  • Must have a thorough knowledge of financial performance metrics associated with achieving the goals of CEC
  • Must have strong organizational, problem solving, analytical skills and effective and professional communication abilities
  • Must have the ability to successfully supervise personnel
  • Advanced and proven skills in all levels of utility finance, accounting, strategic planning, financial auditing and reporting, communications, compliance, budgeting and planning, supervision and general operational and project management
  • Valid State of Oregon driver’s license preferred
