Cascade East Transit is looking for a Transportation Operations Coordinator located in Bend, OR. The successful applicant will be an administrative rockstar who thrives in a data driven environment. Role of Department:

The overarching purpose of COIC’s transportation program is to strengthen regional transportation services and infrastructure through the development and implementation of regionally-based transportation plans, administration and operations, service coordination, and project development. A regional approach to transportation enhances efficiencies among transportation organizations and ensures regional connectivity for Central Oregon’s residents, businesses, and visitors.
Job Purpose:
Under direction of the Transportation Director, the Transportation Operations Coordinator will provide technical support for Cascades East Transit (CET) programs within the Central Oregon region.  This position will write reports and documents, implement changes in scheduling and route systems and software, and receive, tabulate and review data to perform analysis and identify and implement improvements in service delivery, projects, and technical systems.Position is Union represented and FLSA non-exempt. Some overtime work may be assigned.COIC Mission:

Assignment of these tasks to this position does not preclude assignment of similar duties to other positions as needed to support the organization.

  • Receive and review transportation data; complete preliminary analysis, write narratives and interpretations of data for various projects, reports, initiatives, and federal reporting requirements.
  • Complete data entry in software and systems in an accurate manner with minimal oversight and instruction needed.
  • Implement real-time and time-sensitive changes to routes, schedules, programming, and systems based on changing conditions such as reported road conditions, detours, construction projects, and operational needs.
  • Write technical documents and reports, draft grant and contract documents, and perform other technical writing, as directed.
  • Attend transit planning meetings as directed and bring back recommendations to management about route updates needed to accommodate projects occurring in the region.
  • Based on data analysis and observations, make proactive recommendations to management for improvements with routes, projects, and systems.
  • Provide project support (such as document writing, site visits, data analysis) for future transit planning, mobility hubs, and other improvement initiatives.
  • Write and maintain internal department procedures and guidebooks.
  • Assist in communicating and collaborating with other CET departments about projects and changes that impact operations, facilities, fleet, and customer service.
  • Travel to various building locations or sites to perform tasks such as, but not limited to, review bus stop sites, update signing at existing bus stops, hubs, and other community locations where transit connects, and attend meetings and events.
  • Attendance of occasional events in evenings and on weekends.
  • Effectively communicate with partners, government, and community organization staff
  • Complete filing, record keeping with a high level of detail and organization.
  • Assist Transportation Director and/or Outreach and Engagement Administrator with outreach and communication at large events as needed.
  • Assist in handling fares, tracking fares by routes, and generating reports; this includes including accurate and honest accounting.
  • Develop and maintain effective, harmonious, and reasonable work relationships with others.
  • Maintain regular and predictable work attendance in accordance with COIC policies.
  • Other duties as assigned.

 

KNOWLEDGE, SKILLS AND QUALIFICATIONS

Qualifications:

  • Must have the ability to work as part of a team and communicate and interact positively
  • Must have the ability to work professionally and collaboratively with diverse partner groups and a wide range of personalities and treat all staff and customers with professionalism, courtesy, and respect. Maintain and promote positive and professional standards in representing the organization in the community and amongst employees.
  • Ability to understand standard public sector concepts and terminology
  • Effective oral and written communication skills
  • Strong time management skills and ability to organize tasks and follow through on completing them with minimal guidance needed
  • Ability to review complex data, perform independent analysis, and report findings effectively
  • Ability to write technical and professional documents and reports
  • Ability to work with complex databases and computer systems, GIS systems, and transit mapping systems using GPS and data
  • Knowledge of basic office procedures, machines, practices, and business English.
  • Computer experience in spreadsheet and word processing programs including Microsoft Office or Microsoft 365 environment
  • Must be able to work on detailed projects and follow established guidelines, requirements and policy. Ability to make decisions in accordance with policy, utilizing established systems.
  • Must maintain client and agency confidentiality
  • Must have a valid driver’s license and access to a vehicle or equivalent means of transportation
  • Must pass a criminal background check

 

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED

EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED
High School Diploma or GED and a minimum of 4 years of work experience performing work that involves data review and analysis, technical and report writing, project support, or comparable work; or an equivalent combination of education and comparable work experience.Preferences:

  • Experience working for a transportation agency providing technical and programmatic support, transportation coordination, or planning functions.
  • Knowledge of transportation principles and practices.

Physical Requirements:

Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit bus stops and work sites; some walking, standing, stooping, occasional lifting up to 20 pounds; vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone.
