Position Title: IT Operations Manager
Department: Information Technology
Reports To: Information Technology Director
JOB DEFINITION:
The IT Operations Manager facilitates the daily administrative support and purchasing functions of the Information Technology department. Duties include preparation of complex financial analyses to insure financial solvency of the department, district-wide technology purchasing, and routine office processes. The IT Operations Manager performs independent work as part of an overall team. This position requires human relations and excellent communication skills and the ability to direct, guide and motivate others. Requiring leadership, independence and discretion, the IT Operations Manager must also direct others through team leadership or one-on-one mentoring, without direction from the supervisors. The complexity of the work may not be limited to established parameters. The position requires regular contact with principals, teachers, office managers, district staff and the public.
NATURE AND SCOPE OF WORK: ESSENTIAL JOB FUNCTIONS:
- Oversees the purchasing and process for all district technology goods and works with others to evaluate contracts and ensure district processes and policies are followed. Communicates and ensures standards are adhered to.
- Prepares complex financial, statistical, and analytical reports for the Information Technology management. Planning the expenditure of significant dollar amounts is based on these reports.
- Obtains quotes and pricing of purchases of supplies or computer equipment, resulting in significant expenditures.
- Prepares contracts for goods and services.
- Administers district applications and tracks district expenditures for the federal e-rate program.
- Addresses accounting discrepancies with appropriate personnel to correct and avoid future occurrences.
- Prepares adjusting entries discovered through monthly reconciliations.
- Has access to and safeguards highly confidential student, staff and family information.
- Monitors attendance and leave usage for all Information Technology staff.
- Assures personal, confidential services to Information Technology management and other staff by composing, typing and distributing correspondence, maintaining a calendar and schedule of events, processing staff evaluations, taking notes/minutes and maintaining files.
- Assures highly positive and efficient services are provided to students, staff, vendors and community providing directions and responding to requests for information.
- Initiates and screens telephone calls. This includes interviewing callers, furnishing desired information or referring callers to proper authority.
- Serves as information liaison between IT management, other administrators, district staff, and the general public.
- Responsible for petty cash. Collects and accounts for expenditures and monies received.
- Responds to, investigates, analyzes and resolves a wide variety of technical, workflow and system issues.
- Keeps comprehensive documentation and manages all purchases, warranties, inventory and stock. Enters inventory information into systems and keeps up to date. Oversees and manages district hardware repair.
- Works with staff to assess and resolve problems or situations.
- Maintains office supplies and ensures IT resources such as computer labs are organized, clean and presentable.
- Uses computer software to produce databases, web pages, graphics, charts, records and other materials.
- Fulfills other duties as assigned.
WORKING CONDITIONS:
- Performs systems analysis that requires the employee to be in the field working in and around technology equipment.
- Employee works under tight, inflexible deadlines.
- Information and calculations must be recorded accurately in a working environment with constant interruptions.
- May be assigned to special project teams, including cross-functional and inter-departmental teams housed at various and/or changing locations.
- Able to tolerate extended sedentary periods, extended periods of keyboarding and phone work.
- Able to lift and maneuver materials, objects weighing up to 50 pounds. This includes the physical ability to lift, carry, pull, stoop, kneel and crouch.
- The position may require work beyond the standard workday, on weekends or on-call.
- Travel to attend trainings, meetings or to work with staff in other school districts may be required.
- Training that involves extended overnight stay in a different city may be necessary.
- A valid Oregon driver’s license and automobile insurance is necessary as is use of a personal vehicle to move among work sites. Must be able to drive on ice and snow in adverse weather conditions.
KNOWLEDGE, SKILLS AND ABILITIES:
- Establish positive and effective relationship with contractors and vendors
- Maintain records of district evaluated and approved technology equipment.
- Research and communicate specifications and pricing for technology equipment.
- Maintain detailed records such as warranty information and payment details related to technology equipment.
- Advanced financial analysis and accounting principles, systems and procedures.
- Excellent written and oral communications skills are required.
- Able to create and effectively manage budget requirements.
- Technical accounting terminology, principles and practices required to maintain a computerized or manual accounting system including accounts receivable, accounts payable and general ledgers.
- Knowledge of state laws and regulations governing state reporting and record storage.
- Experience with Microsoft Office tools.
- Proven experience with word processing, spreadsheet, support ticketing and email applications.
- Knowledge of student information, financial and collaboration systems.

- Make formal presentations to the IT department, district staff and others.

- Reflect and promote the IT department, and its members and customers, in a positive way.
- Use word processing and spreadsheet programs, help desk systems, email systems, student information systems, financial systems, collaboration systems and other IT systems and applications.
- Regularly attend work and fulfill the functions of the position, with or without reasonable accommodation.
- Adhere to the district requirements for a drug-free and safe work place.
EDUCATION AND EXPERIENCE:
The position requires completion of a two or four-year degree. Advanced training and/or experience in relevant domains may be substituted for a formal degree. This includes a documented record of progressively sophisticated learning, applied experience, certification programs, workshop participation, internships and/or experience in complex IT environments. The position requires thorough knowledge of several technical procedures or work activity areas related to Information Technology. In-depth knowledge of work related school district policies and practices is necessary.
